Every item has a permanent ID, a source, and two lines that matter as much as the item itself: what it establishes, and what it does not.
What an evidence ID is for. Once an item enters this archive it keeps its ID for good. A claim on any page cites the ID instead of restating the document, so a reader is one click from the thing itself and a correction propagates to every claim that rests on it.
